Francisca Keutmann

Francisca Keutmann works as a Student Administrative Assistant at ISDC, assisting the management team with various coordination tasks. She is currently pursuing a Master of Public Policy at the Hertie School of Governance in Berlin, Germany, where she is a Merit Scholar and expects to graduate in July 2026. She holds a Bachelor of Laws (LL.B.) from Pontificia Universidad Católica de Chile, with diploma courses in Criminal Procedure and Criminology, and has participated in an exchange program at Ruprecht-Karls Universität in Heidelberg, Germany.

From December 2021 to August 2024, Francisca worked as a Policy and Legal Advisor at the National Service for the Specialized Protection of Children and Adolescents in Chile. She contributed to drafting regulations, supported the development of child protection legislation, and managed key projects. She also served as Executive Secretary for the Expert Commission, overseeing the accreditation of over 100 NGOs.

Francisca has volunteered with the NGO Reinsertion Project at Universidad de Chile for over six years, serving as a representative and Board Member. She organized job fairs for the social reintegration of over 200 beneficiaries, directed public policy advocacy efforts, and contributed to strategic planning and operations.

Additionally, Francisca has gained valuable experience in Chile through roles at the Public Criminal Defense Office, the National Prosecutor’s Office, and the Ministry of Justice and Human Rights, where she focused on human rights, gender violence, and juvenile justice.
